This article intends to show that President Hugo Chavez’s foreign policy mantains lines continuing those formulated at the inception of the country‘s democratic era. However, it has been a tense continuity in regard to traditional allies and partners, such as the United States and Colombia. In a first moment, from 1999 to 2002, the foreign policy was characterized by a pragmatic stance in the presence of USA. But in a second moment, from the beginning of 2003 on, Chavez’s diplomacy changed from a pragmatic to an ideological approach. The article ventures some explanatory hypotheses.
