From 1980 on, a process of decentralization and opening to private capital in the provision of water and sanitation services took place in Mexico. In this framework, the integral concession of the water and sewer system services in the city of Aguascalientes in 1993 represents a paradigmatic event, not only because it was the first of its kind in the country, but also because it constitutes a first test for similar future actions in Mexico. Nevertheless, a series of factors determined that the private participation by means of integral concessions did not develop further in the country.
