The crisis of the Keynesian Welfare State that took place in the seventies of the last century determined a deep change in the nature of the regional policies that had been in practice since the post-war, both in the developed countries and Latin America. Hence, proactive and top down interventions were replaced by decentralized (bottom-up) approaches seeking -trough strategic and selective instruments- the promotion of the endogenous potential of regional and local economies. For the particular case of the Andean countries, this paper presents a historical analysis of such evolution and a comparative view of the new orientations of its territorial policies.
