This paper seeks to disclose the U.S. government security and defense strategy after the September 11, 2001 attacks. First, the fundamental propositions of the Project for the New American Century, its tactics and objectives are described. The links between that strategy and the global restructuring plans are then presented, highlighting the implicit goals of the imperial globalism. Third, the rationales for the just war against terrorism are addressed together with the legal devices supporting the intervention. Finally, the article underlines the factual rearrangement of territories, economies and subjectivities under the armed neoliberalism tenet and Giorgio Agamben´s homo sacer notion.
