The mainstream of regional and local development has omitted both, the evaluation of the socio-economic and demographic conditions (SEDC) of the population where productive agglomerations (clusters) dominating its analysis operate, and up to what point these SEDC internally depend on those agglomerations and localities. The paper shows how in Santa Fe (Argentina), during the neo-liberal nineties, the performance of highly outstanding productive agglomerations did not correlate with the local cohesion and social quality, and how the macroeconomic dynamics contribute to explain the SEDC of such localities. Strategies connecting the economic dynamic/structures with the social ones, and the international and national with the local, are extremely relevant to achieve an integral regional development.
