This paper proposes to observe Latin America from a modern, world-wide society differentiated by functions, with independent and non transparent systems. Upon this, we offer a theoretical and methodological delineation illustrating the other side of its distinction: a peripheral modernity and its political system, working under non differentiated forms. We will then describe the operational general frames of a peripheral modernity. What we understand by a world-wide society will be addressed first, continuing with a theoretical approach suitable to observe a peripheral modernity and its political system. Then, we will outline the political evolution and how it has operated in Latin America through the distinction inclusion/exclusion. Finally we will describe some mechanisms acting as functional equivalents, to close with some final reflections.
