From a micro and small enterprises approach that sees the economic practice as embedded in the social and territorial contexts (Bourdieu, 2000; Falabella y Galdames, 2002; González, 2007; Gorske, 1997; Granovetter, 1985; Polanyi, 1983), this article describes and analyzes the present characteristics of the micro-initiatives in Chile, the public resources allocated to their promotion, and the debate about State measures concerning local development. Finally, it emphasizes the need to strengthen the strategic national competitiveness through a better insertion and empowering of the different regional actors and productive systems, taking into account the cultural dynamics of the productive systems of the indigenous people living in the territory
