The article aims to contribute to the debate on the relationship between public policies and human rights in two respects. In the first place, it offers a systematization of elements that define and characterize the human rights approach and facilitate its comprehension. Secondly, it identifies some of the challenges and opportunities that go along with the implementation of human rights-oriented public policies in general, and social ones in particular, considering human rights as a framework that can support and guide the fulfillment of the State obligations. The main contribution is the systematic presentation of the ideas and perspectives of different authors on the topic, generating elements to continue a debate on development and application of the human rights approach
