Land-use planning in Venezuela represents a public policy and administrative practice presently weakened by a set of problems whose solution is one of the keys for development at the national level. This becomes evident when carefully comparing the «must be» in this context, set down in laws and management instruments, with the «is» or current situation. How to support such a statement? With the evidences that show that the decisions made and the actions implemented are inconsistent with that «must be». Consequently, this paper focuses on the search for those evidences and on demonstrating that the Venezuelan land-use planning is currently marked by incoherence and contradiction.
