The whole world, including Venezuela, is becoming more and more chaotic, that is to say, complex, uncertain and conflictive. Meanwhile social research and development planning do not have the necessary concepts, analytical categories, methods and proposals to deal with all that in a sufficient form. Consequently, the objective of this document is to contribute to the understanding of the nature and functioning of chaotic environments; to offer some prescriptions about how to get oriented in the chaos; and to define new analysis categories for social research and new objectives for development planning. Categories and objectives that can be summarized in a proposal: to be able to last and develop in chaotic circumstances social systems need to be very resilient, that is, capable of continuous adaptation to contextual changes.
