In the context of social inclusion policies to democratize public utilities through community participation, promoted in Venezuela accompanied by major socio-territorial changes, new community organizations emerged around the ICT: Technical Community Boards for Telecommunications. These experiences are showing significant potential to strengthen social organization processes, revaluation of popular areas and socio-territorial identity construction and to operate in networks in order to influence institutional and territorial domains. Potentials arising from their characteristics as social organizations and from the cross-trait of telecommunications, communications and information technology that gives them the ability to coordinate their actions with other organizations and community projects.
