In the past decade the resurgence of Russia as a global power manifested itself through its increasingly assertive foreign policy vis-à-vis western powers. The Russian breakthrough in the American continental scene is part of that global strategy, which is getting stronger through trade and techno-industrial ties with Brazil, Mexico, Ecuador, Argentina, and Venezuela in particular. In the specific case of Russia and Venezuela, the numerous agreements, covenants, and memorandums of understanding signed in 1999-2012 exemplify structural variables of significant affinities between Moscow and Caracas. The present work seeks to analyze the strategic association between Russia and Venezuela against the backdrop of the convergences and divergences in their foreign policies, as well as the respective hemispheric implications.
