The Argentine case is a paradigmatic example where it is feasible to recognize the existence of a subordinate role of labor dynamic to structural conditions. It is to be expected that the persistence of structural heterogeneity is manifested on the dynamic functioning of the labor market. Consistent evidence is provided, of a strong link between unemployment situations, participation on employment policies, and insertion into the informality that would show the formation of a hard core of marginalization that -nor in cycles of recession or offered expansion- has managed to be included in the dynamics of social accumulation or to be benefited of the economic «spill over». Databases of the Permanent Household Survey (EPH) INDEC were processed for a number of years selected from the period 2004-2011.
