Access to both land-ownership as usufruct is of paramount importance in the socio-economic development of the Pampas region of Argentina and, therefore, has been the subject of various public policies. However, its formulation and implementation has been dynamic and changing, depending on the global and national context in terms of political will to respond and promote a particular style of development. From this consideration, are identified from the mid-twentieth century-two stages with a treatment of the issue of land and social relations at play distinctly different: the first, in which agricultural policies start from considering the land and working well with social function which is reflected in measures of action on land-and a second which is considered only as a good production, income and speculation-which is embodied in political appropriation of economic surplus. It aims to understand how to articulate the political will with economic projects and social demands, to construct a model country according to every historical moment. For this purpose, agricultural policy is conceptualized and multiple characteristics that define it, to continue the analysis of the successive policies of land and socio-economic context in which they develop. To undertake such a task are used to reading large critical and analytical bibliography, consisting of scientific and technical, specific legislation, newspaper articles and other publications that contribute to enrich the subject.
