Planning for sustainable development has become a challenge for society, the meager results obtained indicate the need to address other approaches and innovative methodologies. The strategic prospective is a transdisciplinary and collective application which considers nowadays complexity, change and uncertainty, so that its rigorous tools allow building the future based on knowledge. The approach to strategic prospective (French School LIPSOR) is proposed, in order to obtain the information required to support the management of the Municipality Caroni of Bolivar state, Venezuela in response to the deteriorating situation representing the socio-environmental relationship in this territory. In this case, the prospective exercise is exploratory because it detects changing trends, identifies breaks and bifurcations of the determining variables of the study. MICMAC and MACTOR: a breakthrough with the results of the first two stages of the strategic prospective study is presented. 23 strategic variables of the system were determined, and 14 key actors as potential facilitators of change were identified. The variables found strategic focus on the issue of governance, these results align with the theoretical proposal that identifies governance as steering axe of sustainable development.
