The purpose of this work is to reflect on two fundamental aspects of rural development in Mexico. The first is related to the intrinsic value of both natural and social-human capital. The second analyzes the problems and opportunities inherent to rural development and the formal proposals for its development expressed in the National Development Plan (PND). The study is justified from the aspects of academic and scientific assessment by recognizing the diverse wealth of rural areas. It is also assumed as necessary from the political perspective given the necessary actions to be implemented in favor of these regions. The methods used are qualitative and quantitative. The results show that the rural areas of Mexico require policies to transform from an adverse reality to one of progress. It concludes on the need to strengthen the various support mechanisms, among which are investment in education, entrepreneurship, investment in infrastructure, access to basic services and other opportunities for the population living in these communities to privilege the roots.
