The creation of the Titula Brasil Program to facilitate the land market is a reality in the municipalities of Petrolina/PE and Lagoa Grande/PE. In this sense, the research consisted of understanding the essence of the “Titula Brasil” Program based on land regularization in agrarian reform settlements and on federal lands, and its return to the market with appropriation by agribusiness, in addition to the need for Agrarian Reform. To achieve the proposed objective, the following methodological path was outlined: carrying out bibliographic readings, consulting websites related to the content and preparing maps. As a result, a great receptiveness to the Program was noted by the municipalities, putting the areas belonging to the federal government at risk. This work concludes that the Titula Brasil Program, created in 2020, is a strategy to place lands belonging to the union and Agrarian Reform on the land market through technical cooperation agreements signed between INCRA and the City Halls, a reality present in the municipalities of Petrolina-PE and Lagoa Grande-PE.
