In 2009 the Argentine government implements the Universal Child Allowance for Social Protection (UCA), presented as innovative measure within social policies addressing poverty. There is a vast academic production that debated this policy within the current tensions with the family allowance scheme. However, many of the characteristics of the UCA would allow to consider it as a Conditional Cash Transfer. That is why here, from a documentary analysis, the UCA is problematized taking into account the characteristics of Conditional Cash Transfer (CCT) in Latin America, and considering its particular properties. It is concluded that, in spite that UCA is not a CCT in the full sense of the word, it maintains many of the central characteristics. This calls into question that UCA is a fracture with social policies aimed at reducing poverty.
