In the Municipalities of Maracaibo and San Francisco of the State of Zulia, the universe of the third sector is heterogeneous, and in it, organizations co-exist that are for profit and non-profit, protesting, seeking to influence public decisions; others play the role of service provider to some population sectors, especially those who are excluded or found in poverty. The objective of this work is to describe the civic commitment networks established by the service-providing organizations for training labor in the Municipalities of Maracaibo and San Francisco. It was found that the organizations being studied establish diverse links that sustain strong networks of civic commitment. The internal links are aware of the solidarity among organization members, and those that are external materialize through mechanisms such as institutional covenants with both public and private organizations in order to obtain collective benefits.
