Based on the theory of human rights for indigenous minorities and minorities in general, established in the International Declaration of Human Rights, and promoted principally by international organisms (UN-OES, among others), this paper analyzes the participation of indigenous groups in the framework of the 1999 Constitution, which guarantees their right to participate in the social, political, and economic activities of the country. The most importante aspect of the new Venezuelan Constitution is its effective application in establishing equality of rights among all Venezuelans and allowing them equal rights of participation in national growth and development.
