Abstract

The article begins analyzing corruption as a major human problem. It is studied in relation to morality and law. Political philosophy observes that the fight against corruption is one of the most essential objetives of democracy. There is a relationship between the magnitude of this problem and human development, and it is analyzed. Corruption in Venezuela is studied. Also the reform of public administration is considered as a challenge to administrative competence in government. In this sense, the national and international normative framework for combating corruption is studied. Finally, corruprion is considered to be of great social significance.
