This research analyzes the right to education as a fundamental right within the conception of a social state of rights and justice, found in the text of the 1999 Constitutional, and the process of which, together with the right to work, becomes the fundamental axis for the development of the objectives of the State, and a determinant factor in defining and developing the social-economic model present in the Constitution. Also, we analyze the economic rights guaranteed in the promulgation of the Constitutional Charter, with a brief reference to the 1961 Constitution, in order to finish the analysis of the social economic model and its intimate relation with the 1999 educational model. In particular, the educational “Vuelvan Caras” (About face) program, and Endogenous Development missions for the construction of a social productive model, are analyzed. As a conclusion, we feel that the right to education, as conceived in the 1999 Constitution, is not only a fundamental rights to achieve the ends of the State, but constitutes a determining process in the distribution of the wealth of the country and in priority investment in the same.
