This paper attempts to conceptualize decrees with their own legal force, to describe their elements and to examine their normative element and its identification in the Forceful Decree of Organic Law on the part of the Attorney General approved in 2001. This documentary research utilizes the analytical method. The sources of information conform to: constitutional, legal, doctrinal and jurisprudential sources. One Venezuelan doctrinal sector, and jurisprudence pronounced by the Supreme Tribunal of Justice between January 2000 and June 2005, develop a vast but dispersed treatment of the normative element of forceful decrees on their own.
