The present work studies educational policy created by the Venezuelan government since 2003, in the program called Misión Ribas, in terms of the nature, hierarchy and application of Venezuelan Constitution developed within it and considering the new legal framework of the Constitution of the Venezuelan Bolivarian Republic (1999), currently in force. The analysis is performed according to the higher principles and values of a social state of law that proposes universal access to education with no type of discrimination.
