Venezuelan legislation regarding refugees is based on Article 69 in the Bolivarian Constitution of Venezuela that recognizes and guarantees the right to asylum and refuge. This article analyzes application of this legislation regarding refuge in the case of Colombian citizens who flee from violence whose intensity generates insecurity. A documentary and statistical review of the situation in the State of Zulia was used. The article consists of an evaluation of application of the aforementioned legislation to the case of Maracaibo which, due to its condition as a border city, receives Colombian citizens. The article concludes with an approach to this application based on requests for asylum made in the city of Maracaibo and the situation of refuge within the State of Zulia.

Keywords : Colombian refugees; asylum seekers; Organic Law on Refugees; refugees.
