Abstract This study analyses the question of difference related to the general rule of equality; its objective is to find a method for inclusion and integration which lays down the rules of the game to be followed between the majority group and the other groups.  From this viewpoint, the study begins with the premise that equality should always be postulated, while no factual inequality offers a reason to permit or impose a differentiated regulation, demonstrating, thus, that formal equal treatment acts as a differentiating instrument to bring about the connection with material equality. Finally, the study makes a particular reference to cultural minorities and concludes that big problems and solutions for the deficit in defense and demand techniques should be resolved in the political arena. This article uses open and dynamic analytical methodology.
