The authors present the results of the training project carried out by the Corporación Andina de Fomento (multilateral development bank) at the request of the Secretariat of Science, Technology and Innovation of Panama (Senacyt) -for institutionalizing the University- Private Enterprise linkage mechanisms. The Innovation Agendas methodology was chosen. It defines themes of interest to the social and institutional agents involved and subjects them to an interchange of visions and actions in a controlled and negotiated manner. The structured interaction generates a list of problems and needs to be addressed on the basis of a series of projects that are defined, shared and guided by different users, in areas such as: research, education, modernization (adapting or applying technologies), computerization (use of information systems), promotion (popularization of Science and Technology) and network development (articulating and creating consensus).
