This article starts commenting the growing recognition of the importance of creating employment opportunities as a key element in social policy. In the face of the changes in the labor market provoked bu globalization (greater flexibility of work relations, unemployment, underemployment, the growth of the informal sector, the maquila and the evident insufficiency of social security coverage, etc.), government policies designed to create employment opportunities are urgently needed. The author argues, furthermore, that any prospect of a sustainable policy of creating employment also requires a reduction of the accentuated indices of inequality. A revision of the policies introduced in Mexico suggests that, while they are clearly a reaction to the structural changes under way, they lack a proactive vision.
