The aim of this article is to analyze the way in which, in Brazil, the current policies of generating employment are being implemented and what are the conjunctural and structural obstacles they confront. The author begins by presenting a general vision of the state of the labor market during the nineties. She than indicates the institutional initiatives designed to create employment opportunities and describes the main programs implemented. Finally, she examines the most important structural obstacles to a more effective result.
