The author defines the Technical Roundtables for Water Problems as the response of the organized community in the face of any problem or deficiency in the services of drinking water and drainage. The Community Councils for Water are simply the point of confluence of TRWPs that share a common hydraulic system. Promoted by the Chávez government since the first year of the administration, these instruments for community participation have now been functioning for six years and the article is dedicated to relating the accumulated experiences, highlighting the successes and indicating the errors committed.
