On the occasion of commemorating the physical disappearance of the distinguished Brazilian economist Celso Furtado, the author of this article analyzes the theoretical underpinnings of Latin American structuralism, demonstrating that they are not incompatible with the neoclassical-Keynesian theory of the post-Second World War period. On the contrary, what structuralism does is include State action within the rationality of the market by way of the concept of structure. The limits of development policy are thus not the result of a supposed underestimation of the efficiency of the market as a mechanism for development; but rather, the inadequate nature of imported technology, given the endowment of productive factors in the region. This incongruence ended up causing urban marginality and the stagnation of the industrialization process.
