The resistance to neoliberal policies in Latin America, and in the rest of the world, has found expression in the practical struggle to prevent the privatization of water supplies. This struggle already counts on a prolonged and varied history. Here, the author is concerned to present Venezuelas experience since 1999 with the founding of the so-called Technical Roundtables for Water Problems and the Community Councils for Water. The article demonstrates how the communities have progressively widened the range of their interests: initially concerned with the immediate problems of access to drinking water and its quality, they have moved on to consider broader problems, including the environmental problems of the river basins.
