This article broaches some aspects of current government policy in the field of economic development, within the framework of its declared intention to promote an “alternative to the neoliberal model”. The current experience of “participative and protagonistic democracy” (since 1998) has implied evident institutional changes in the political and social spheres. However, its potential for changes in the economic sphere have been less clear, particularly during the first years of the current administration. The author offers a first approximation to the theme analyzing the relevant previsions of the 1999 Constitution, aspects of oil and industrial policy and the democratization of the means of production.
