The creation of monopolies on the basis of conceding exclusive rights for the production and commercialization of products is prejudicial in the case of those whose demand is inelastic, as is the case of medicine for treating AIDS. The monopoly that exists in the pharmaceutical industry raises prices, restricts production and allows only 20% of the cases to be treated. The author offers a proposal designed to increase the regulation of the industry with a view to responding to the demand while, at the same time, allowing the industry to cover its research and development costs and remain profitable
