This text discusses how the way of conceiving the Commune Councils and other forms of participation stimulated by the State in Venezuela since 1999 has varied, and how mechanisms apparently designed to make representative and participatory democracy compatible, have become mechanisms which, rather than encouraging citizen participation, have restricted it, effectively encouraging a sort of delegative democracy with little autonomy for social organizations.
