This article analyzes the necessity and opportunity for the Venezuelan Project for the Reform of the Constitution of 1999 within its possibilities and relating these elements with the so called Transition Constitutionalism. It also briefly refers the proposal content and pointed certain arguments that could condition the development of the Constitution of Venezuela of 1999. If the Project of Reform for the Constitution was not approved by the Venezuelan majority could respond to that, although the introduction of text modification was considered necessary to deepen the change process, the project profile and substance were considered inopportune. From this perspective, the strategic defeat in December 2007 was also positive for Bolivarians because it would make them capable to go on to the end of the transition and renovation of the Venezuelan social pact, which certainly would be paralyzed if the project for the Reform of the Constitution would win.
