This article examines the policies designed to enhance citizen security in Latin America by combating crime. The increasing crime levels suggest that these policies have been insufficient, and that the growing insecurity has had a negative effect on the living conditions and social welfare of the majorities. The author calls into question State policies and examines the function and the limitations of the police forces.
