Resumen

ELLNER, Steve. The Foreign Policy of the Chávez Government: Chávez’s Rhetoric and the Substantial Issues. Revista Venezolana de Economía y Ciencias Sociales [online]. 2009, vol.15, n.1, pp.115-132. ISSN 20030507.

This article broaches two types of criticism with which the opposition confronts the foreign policy of the Chávez government: firstly, that which regards it as demagogic or populist, with a nationalist rhetoric designed simply to bolster domestic support; and a second which puts the emphasis on the attempts to ‘export’ the revolution. Both assume that the costs involved are not beneficial for the country. The author, on the basis of an analysis which concentrates on the tense relations with the United States, argues that these criticisms refuse to recognize the substantial differences of interest which separate the two countries.

Palabras clave : Venezuela; United States; Foreign Policy; Multi-Polarity; OPEC; MERCOSUR.
