This article starts with a brief review of social participation in Venezuela during the 20th century and the first decade of the 21st, emphasizing that social organization has been stimulated basically by the need to improve living conditions in the urban areas. In the second part, there is an analysis of the role of the State in the promotion of organizational forms for social participation. Finally, in a third part, the experience of the communal councils is examined, in terms of their origins their coverage, their competences and their source of financing.
