The author argues that , during the last decade, there has been an acute contradiction between a rhetoric geared to Ecosocialism, sustainable endogenous development (and the promises of the 1999 Constitution), and the reality of a development model which incorporates mega-projects related to the pocicy of promoting Latin American integration and a greater independence of the United States. It is also argued that the environmental conflicts provoked by these mega-projects are processed without any reference to the participative democracy promised in the Constitution.
