In this article, the author attempts an evaluation of the results of official policy in higher education during the last 10 years, when there has been a dramatic increase in the coverage (according to official statistics, in the order of 200%). The authors central interest is to identify the educational philosophy behind government policy, how we are to understand the process of social and educational inclusion, the tensions which can be observed and the contradictions which have emerged. The article concentrates on the experience of the Universidad Bolivariana de Venezuela and the Sucre Mission, two key institutions in the process, but which function on the basis of different principles.
