Abstract
CAMEJO R, Armando J. Crisis del modelo fordista o Estado de Bienestar en Venezuela. Reforma de la Ley Orgánica del Trabajo. 1989-2004 . Gaceta Laboral [online]. 2005, vol.11, n.2, pp.230-252. ISSN 1315-8597.
The purpose of this paper is to explore scenarios of discussion as to labor flexibility in Venezuela in the face of labor reforms in Latin America based on a new model of capitalist accumulation in the area of work relations. Also it attempts to analyze the crisis in the Fordian model and state of welfare state, which serves as a support for the imposition of the neo-liberal discussion which classifies Venezuelan labor relations in the category of flexibility, promoting reforms in the legal framework of Venezuelan labor law during the decades of 1980-1990. On the other hand, thre paper attempts to describe the changes that have developed in normative labor law since 1989 with the application of the VIIIth National Plan (The Great Shift) in which political flexibilization lead to the return to normative regulations centered in a market economy. Finally we attempt to show how flexibility in labor law has been favored by the crisis in the basic model, which proposed full employment labor relations permiting equilibrium in the capitalist system, with a protectionist normative in favor of the worker. However present day neoliberal discourse modifies labor relations and implies less emphasis on the rights of workers in legislation in Latin America, and is a mechanism by which capitalists increase their productivity, which is evidenced by a loss in privileges previously offered workers and increased social conflict.
