The purpose of this paper is to explore the incidence of the bureaucratic clientele model in the recruitment of academic personnel in autonomous Venezuelan universities, and specifically in the University of Zulia between 1996 and 2003. The research was based on documentary review specialized in the areas of legal parameters, laws, regulations and the official publications of the University of Zulia Academic Council. The results give evidence to the fact that the recruitment of academic personnel in this university has been influenced by the bureaucratic clientele model that operates in autonomous Venezuelan universities, and which facilitates the hiring of not always the best candidates, but of those who belong to a group, a political party, the dominant sector or the authorities in power at the moment. The conclusion is that there is a need for profound changes in the current structural process, procedures and human influences, in order to recover the social legitimacy and pertinence of these procedures.
