The article studies in depth the beginnings of social reform in Spain from a double perspective: the legal aspect and the scientific aspect. Starting from current doctrine as well as writers and documents of that time, this article analyzes the first social legislation and scientific interventionism in the productive relations carried out by the Social Reforms Commission. The combination of both legislative and scientific factors was an essential element in the emergence and later configuration of Spanish Labour Law, interweaving to a great extent the nuclear institutions of our legal labour code.
