As the title of this work, it reflects some important points suggested by Rómulo Betancourt during her political career and intellectual, some oil and the oil industry. Obvious, as written here, his vision of the nationalization of oil in Mexico and Bolivia in the mid-thirty in the last century. Betancourt proposals regarding the role to be fulfilled by transnational oil corporations in Venezuela, are not limited to an accommodative attitude but, rather, strategically. Betancourt was to visualize the importance of these corporations in order to obtain technical and technological knowledge of them, as well as the possibility of achieving the ultimate development of Venezuela.
