Rómulo Betancourt is undoubtedly one of the most influential domestic political dynamics of the twentieth century. The opposition to the regime which initiates Juan Vicente Gómez led him from his student days with the famous Generation of 28 ', forming in the ranks of the Latin American left, including the point of participating in the founding of the Communist Party of Costa Rica. From that ideological and training to the social, economic and political afflicting Venezuela during the years of dictatorship gomecism arises in Barranquilla 1931 Plan, under the authorship of grouping Betancourt and the Revolutionary Left (ARDI). This manifesto, which was designed from the exile of the group should review and analyze within the scope of the political project of Rómulo Betancourt.
