The depopulation and abandonment of the field was a recurrent problem in the Venezuelan historical process, so that throughout history of our Republic can be seen as governments tried to improve this situation, seeking solutions through the implementation of laws, policies and plans that encouraged the settlement of large areas and provide an incentive to agricultural activities. During the nineteenth century the settlement enterprise will be in private hands backed by the state through a legal framework that would give security to the employer of immigration. There were several attempts to bring immigrants to settle in agricultural colonies and to provide the Republic of skilled labor and makeproductive large tracts of land, but few came to fruition because of the continuing political instability that was experienced throughout the period.
