The project Gran Colombia, had begun to sink from 1826, to unsustainable, especially after the Battle of Ayacucho in 1824. In 1830, emerging as an independent republic Venezuela, had everything to do, an area devastated by the long War of Independence, the escabechinas were apparent. Against this background, a group of illustrious Venezuelans had to design and implement a project for the new republic, including Thomas Lander stresses, liberal landowner, journalist and polemicist, who stood out from the early nineteenth century as a major and controversial thinker in its role as a deputy provincial Caracas, led Congress of the Republic many important requests, such as freedom of worship which among other benefits, would allow the immigration of foreign Catholics necessary for a country needed to be repopulated.
