This essay is circumscribed to the area of History of the population of Venezuela and History of Peace and its fundamental objective is to examine the consequences of the hostilities between protagonists for power such as capitularies, conquerors and/or designated authorities for the colonial institutions in the foundation and definite establishment of the Venezuelan city of El Tocuyo. It specially emphasizes the following conflicts for power: a) conflicts between the Welsers and the Audience of Santo Domingo; b) conflicts between Germans and Spaniards; c) conflicts between Spaniards and d) conflicts motivated by interpretation of the laws.
