President Antonio Guzmán Blanco extends and refi nes a new way of doing politics in the 19th century Venezuelan. A new style of speech based on the motto of order and progress achieved to convince citizens of their firm intentions of developing the country still not leaving debris that remained after the great wars of independence and Federal. However, it can be said that what was involved was actually a change of class names that would begin to dominate the Venezuelan political landscape. Th e Liberals made his triumphal entry into the scene and make it after a revolution. Guzmán Blanco in the “seven years’ presidential messages realize fashion as it would be led this revolution and what would be its doctrinal bases: the hatred of the past to justify the present and project expectations towards a future provisor that would only be possible under the direction of the new men who have taken power; infrastructure works as argumentation of the spectacular nature of the work of Government, and the subjugation of the other institutions - including the Church-to governmental designs, are the fundamental pillars of the sedicente revolution. As we shall see, this is a political trick repeated, used and abused by diverse Governments in our history because it has been very useful to convince our peoples generally ignorant of their own abilities get awaited order and progress. In the end, a new discourse, new works, new men to keep the same political form of governance for the sector preferred by the new Government. New wine into old Wineskins.
